The report was an outcome of a preliminary study commissioned by Pradan, to explore the scope of interventions towards strengthening rural local governance in the states of Jharkhand and Madhya Pradesh. It comprises an overview of the status of Devolution in India, based on literature survey. As per the Devolution Index report, 2015, TISS and Union Ministry of Panchayat Raj, the report states the status of the two states under study, Madhya Pradesh being somewhere in the middle (9 out of 25) while Jharkhand has been a poor performing state. The report dwells into a deeper analysis of Panchayat Raj Institutions and citizen engagement based on field visits and discussions with multiple stakeholders. The focus of the study has been to understand the implications of the legal framework to the extent they help understand the potential to work with panchayats, as well as a preliminary understanding of status on ground. Initial recommendations for way forward are included in the report.
